Cancer claimed for transfers

June 1: Teachers are submitting bogus medical certificates on a large scale to get transfers the district in the ongoing counselling. In order to get more points for priority in transfers, some teachers are even claiming themselves and family members as patients of cancer and chronic diseases. Teachers are spending spent lakhs of rupees for obtaining bogus medical certificates for the purpose. About 3,000 teachers applied for transfers in the district alone.

District educational officials listed eligible teachers for transfers during summer vacation. Usually, the school education department gives points to teachers for working in interior areas, seniority in service, spouse cases and on health grounds. If a teacher gets more points with valid reasons, s/he is entitled to a choice of posting in the order of priority. More teachers opt for towns and cities for obvious reasons, including a hike in house rent allowance (HRA). Once transferred, they are allowed to stay in the same school for the next eight years. Hence, teachers are seriously trying for better postings.

Reportedly, teachers have been approaching private hospitals and getting bogus medical certificates to claim priority points on health grounds. Most are securing medical prescriptions for cancer and heart related ailments. As per the rule, the certificates should be attested by the medical board of the district which is headed by district coordinator of health services Ms Tulasi Bai. But teachers are approaching neighbouring districts to get the medical board certificates easily.

Dr B.Bheem Singh, district headquarters hospital superintendent and member of the medical board, said that they were keenly examining the authenticity of medical certificates issued by private hospitals to teachers. “If we find any false information in the certificates, we will reject them. In some cases, we are referring the medical certificates to Gandhi Medical College in Secunderabad for further ratification,” he said.

Usually, any couple who are both government employees, is entitled to avail the spouse option once in eight years. But teachers are claiming the option twice as their spouse also claims the same option in other government departments. Some employees are submitting fake spouse certificates too get more points for transfers. Meanwhile, the preparation of seniority list consisting of service and date of birth details is also full of errors. Software related problems were noticed in the list.

Speaking to this newspaper, district educational officer V. Gurumurthy said that they had constituted three verification committees on Tuesday on teachers’ transfers. “We have also formed mandal level verification committees headed by mandal education officers for the purpose. Around 1,000 errors were found in the transfer eligibility list and it will be rectified soon,” he said. The DEO made it clear that they would not entertain any irregularities in the transfers.
